The thesis exam that has been presented is entitled “Analysis of Strategy for Implementation of the Maritime Work Agreement Policy at the Nizam Zachman Ocean Fishing Port”. Based on the results of the thesis research, Luky explained that the strength factors that most influence the implementation of PKL at PPSNZ are that PKL can provide protection of rights and obligations, there are sanctions for ship owners and crew who do not implement PKL, and PKL requires social security. The most influential weakness factors are limited socialization, street vendors are created non-electronically, and communication forums between fishermen and the government have not been running effectively. The most influential opportunity factors are the high risk of working at sea, the uncertainty of fish catches, and PPSNZ is the largest fishing port in Indonesia. The most influential threat factors are the lack of understanding of ship crews about PKL, the existence of conflict between ship owners and crew due to crew members running away, and the profit sharing system. Alternative strategies for implementing PKL in PPSNZ based on priority levels are: optimizing existing human resources in efforts to protect and improve the welfare of ship crews through PKL; creating an integrated electronic-based system, as a means of monitoring and evaluating the implementation of PKL in PPSNZ; providing assistance to owners and crew of fishing vessels and enforcing sanctions in accordance with the provisions in the PKL implementation process at PPSNZ; as well as conducting outreach in order to increase knowledge and awareness of fishing vessel owners and crew.
